Scott R. Tolbert
Mr. Tolbert is a partner at Tolbert, Bradford & Associates and has been practicing law in Jefferson since 1993. In 1988, he was elected to City Council in Pendergrass and also served as the city’s Mayor from 1989 through 1996. Mr. Tolbert became a Georgia State Representative in 1997 and served the state in that respect until 2000. Since 2003, he has been the active Municipal Court Judge for the city of Pendergrass.

After graduating from the University of Georgia with a Bachelors Degree in Finance, Mr. Tolbert attended John Marshall School of Law in Atlanta. He became a member of the Georgia Bar in1993 and has been practicing criminal, domestic, and real estate law for 12 years. He is a member of the National College of DUI Defense and has specialized in DUI law since the inception of his Jefferson practice in 1993.

Mr. Tolbert has strong ties to the community in which he practices and is also well versed in the local political environment. His knowledge of Northeast Georgia’s governmental operations produces consistency in his handling of real estate closings, incorporations, as well as immigration. His years of experience in DUI cases is evident in his undaunted demeanor when facing trial and his quick and effective track towards DUI resolutions.

Mr. Tolbert primarily handles cases in the areas of DUI, immigration, corporate (incorporating), and real estate.

Gabriel Bradford
Prior to pursuing a career as a lawyer, Gabriel Bradford served 7 years with the Sarasota County Fire Department in the state of Florida. Mr. Bradford than attended University of Georgia where he graduated Magna Cum Laude in 2000. He went on to earn his law degree from the University of Georgia while working at the university’s Honor Court.

Mr. Bradford began his law career as an assistant District attorney. Having worked as a prosecutor for the Piedmont Judicial Circuit for three years, Mr. Bradford offers an unmatched knowledge of legal processes from both sides. Mr. Bradford is now a partner with Tolbert, Bradford and Associates. He is certified to practice in the Court of Appeals and the Supreme Court of Georgia. He is a member of the Georgia Bar and the Federal District Court. He has participated in litigation training through the Prosecuting Attorney’s Council (PAC) and also regularly attends PAC seminars including the DUI/vehicular homicide seminar. Mr. Bradford has extensive training and experience in the field of domestic violence.

He is familiar with and works closely with the Department of Family and Children Services in order to reach amicable and reasonable solutions to legal family situations. Gabriel Bradford's persistence in gaining the desirable outcome in the courtroom, and his undaunted demeanor through the process gives him the upper hand in legal battles. Rob Russell
Rob Russell is extremely well versed in the practice of law due to his vast knowledge of process derived from 20 years in law enforcement.

This combined with his many years of law service and his stellar academic background molds Mr. Russell into an extraordinary legal representative able to approach any case with complete legal expertise. Mr. Russell rose through the ranks as a police officer to become Chief of Police in Pendergrass. He specializes in traffic accident reconstruction and is certified to serve as an expert witness. Mr. Russell also serves as a police academy instructor.

Mr. Russell earned his Bachelor’s Degree at Georgia State University and went on to attend and graduate as valedictorian from John Marshall Law School. He has been a member of the Georgia Bar for one year and is also a member of the National Association of Professional Accident Reconstructionists.

He is the City Manager of Pendergrass. His legal background and his endless knowledge of the law and its workings makes him an important associate of this firm and a superior legal representative. Mr. Russell focuses on the following areas: EPD/EPA defense specialty, Construction litigation. Family estate, probate, planning and zoning.

Bradley Stephens 
Bradley Stephens attended The University Of Georgia where he graduated with a Bachelors Degree. Mr. Stephens then moved on to the Cumberland School of law and quickly became a member of the GA Bar. Mr. Stephens was also a member of the GA Student Bar Association. Bradley Stephens is versed in  Criminal and Domestic law and has extensive experience in Bankruptcy.

Nick Primm
Nick Primm is our newest addition to the firm, bringing with him extensive jury trial experience. He graduated Summa Cum Laude from the University of Georgia in 1997 with a degree in Criminal Justice. After college, he received a law degree from the University of Georgia School of Law in 2001. He spent the next 5 1/2 years working s a prosecutor in the Jackson County District Attorney's Office handling serious felony offenses. After just 4 years, he was promoted to Senior Assistant District Attorney. Mr. Primm has received extensive litigation training from the National District Attorney's Association and from the Prosecuting Attorney's Council of Georgia. During his time in the D.A.'s Office, he tried more than 25 serious felony cases in front of juries. As a criminal defense lawyer, his training, trial experience, and understanding of the criminal justice system give him an advantage in defending your case. In addition to criminal defense, Mr. Primm specializes in family law areas such as divorce and child custody issues. He currently serves as a solicitor for the cities of Hoschton, Jefferson and Commerce.
